"What do YOU think of Taxes?"

The IRS' oversight board, created three years ago, has published some fascinating statistics on what we Americans think of cheating on taxes and other interesting topics. According to Commerce Clearing House, which reported the findings, here are the highlights:

  1. Only 80% agreed that “Everyone who cheats on his or her taxes should be held accountable.” That was 89% two years ago.

  2. 34% felt that it is everyone's personal responsibility to report anyone cheating on his or her taxes, down from 48%.

  3. Should you pay only what is your fair share? 28% agreed with this, up from 26%.

  4. Is it more likely now than in the past that people will be audited if they do not pay their fair share of taxes. 33% thought so.

  5. Are people today more likely than in the past to report and pay their fair amount of taxes? Those answering yes: 42%

  6. Will you take a chance on the audit lottery? Nine percent said yes.

Prompted by answers as above, the IRS Oversight Board criticized the IRS for poor customer service. It cited such factors as inadequate telephone assistance, obsolete computer systems and a decline in enforcement activity.

As you prepare your 2001 taxes, is the above of some comfort to you? Remember that the tax system is legally compulsory but practically voluntary. It depends on a shared legitimacy that people are fairly treated - by the IRS AND by their fellow citizens, not to mention the federal government.

Despite the pessimistic report noted above, agents still try to do their best. Remember that the IRS can only do what Congress lets it or tells it to do, and only with the tools Congress grants.
