my husband is in the army. he has a 4 year old little boy that lives in alaska, and we live in texas. my husband has seen this child once. after the child was born my husband was deployed and then stationed in texas upon his return. his divorce decree only allows visitation within the state of alaska and obviously that is beyond our means. my husband wants to terminate his rights on this child since his ex wife even admitted the child has no clue who he (my husband) is nor does the ex have plans of letting the boy know about my husband. my husband says he was told before that you cant release rights on a child in alaska unless someone is willing to adopt the child. is this true? it just didnt sound right to me. thanks in advance.

This is true to a certain degree. Each case is looked at on an individual basis but the over-all judgement has always been "The best interest of the child is to be adopted". Another part that you might not have thought about is you would need to hire an Attorney that resides in Alaska plus would the biological mother even agree to terminate parental rights? In most cases if the BIO-MOM agress then the Courts will allow it without an adoption as long as the Bio-Mom is not on welfare or public assistance. More common is for the Courts to terminate parental rights but keep child support intact.
Since these cases are broad, you'll need to speak with an Attorney.
