in every state today thanks to title IV-d of the Social Security Act, and all the corresponding Codes under title 42 U.S.C and the CFR's title 45 we have what is called cooperative agreements(mandates by congress upon the states).
These agreements were never made public and cannot be found in public written law, these agreements bind the courts to perform in favor of the state Agencies to collect as much money as possible, and to order the highest amounts of child support feasable.The courts in return get a compensary monetary fee for there performance, based strictly upon there performance. Now there has not been a court or a ruleing issued anywhere on these agreements since no state and no judges have disclosed this fact to anyone, and what is better to see the contract between the state and the courts
1st you have to know about it
2nd you have to file a FOIA to the head department of Child Support in that state and
3rd you have to pay to get a copy of the law there useing against you without dislosing it, and of course you have to read all 100+ pages, Texas 300 pages, varies from states thourouly to make sure you have got all of it.
