In Kentucky, can a grandparent initiate any sort of legal action to receive/gain custodial time for a grandchild?

I don't understand the custodial time that you are talking about. If you are talking about visitation with your grandchild this is what I have been told by the Judge when I went to court to try to get visitation with my grandson after my son was killed in a car accident. " As wrong as you may think it is, in Kentucky a grandparent has no rights to visitation with their grandchildren. As a grandparent you have the right to stay on good terms with your grandchildrens parents so that you may see your grandchildren."

I think she is wrong also. There are grandparents rights in most states if not all.(I could be wrong its been known to happen..just not often!) Grandparentd having custody if their child dies and there is another able bodied parent is a whole different story. Why would the grandparents get custody anyways?....

its my understanding, that ky used to have grandparent rights and did away with them years ago. UNLESS their child is deceased, deployed, imprisoned or otherwise physically incapable of seeing the child. At which point I understand they can petition for their childs visitation.
